Notes: Reduced rates of Standard Mail® postage are available for eligible organizations that the United States Postal Service® (USPS®) has authorized and whose individual mailings meet the specific eligibility rules that apply to Nonprofit Standard Mail. On average, nonprofit prices are about 40% of Standard Mail prices. The requirements for these prices are outlined in DMM section 703.1 and Pub 417. The U.S. Congress authorized these reduced prices in 1951 and determined the categories of organizations eligible for the prices. Subsequent legislation extended the privileges to other categories and added restrictions on what material may be mailed at the Nonprofit Standard Mail (nonprofit) prices. These categories were authorized by congress, so just because an organization is organized as a nonprofit and may have an IRS letter designating them as such, it doesn’t automatically qualify them to mail at Nonprofit mailing privileges. For instance, a chamber of commerce or a business league may be designated as a nonprofit organization and afforded nonprofit status. They receive a 501 C 6 designation from the IRS. However, they are not one of the eligible categories authorized by congress and therefore are not eligible for nonprofit prices. In order to mail at those prices, you must be approved by the USPS through the application process we will describe here AND have a valid Standard Mail Permit to mail at each location you wish to mail. This presentation is not about eligibility, but if you have such a question, you may visit the consultation area in the Exhibit Hall. Notes: For many years, we had a manual process where an organization had to fill out a hard copy application, known as a Form 3624, and present it at their primary mailing location. All this paper was reviewed locally and then sent to the Nonprofit Service Center for review and approval. When approved, the organization was given an authorization number to “validate” they were a valid nonprofit. Then, if the organization wished to mail at another location, they would have to file additional paperwork in any other location they wished to mail. One organization could have multiple numbers! In September of 2008, we incorporated the application process into PostalOne! Now a customer can apply for nonprofit mailing privileges online and when authorized, received ONE authorization number! There is no need to file for any additional locations. You don’t even have to apply in person, but that is still an option. At least two (2) types of “Proof of Organization’s Operation” must be submitted with the application. A mixture of both hard copy and electronic documentation can be submitted. When you select the type of document that you are going to submit, “electronic” is automatically selected and the “Browse” box is available. If you’re not submitting the documentation electronically, select “Hard copy”. Otherwise, click Browse, then “Choose File” (depending on your browser the window may have a different appearance) pop up box on your computer will display. Select the document you want to attach. The “Choose File” window closes and the document “title” will populate the “Browse” box; click “Upload” button. The document is attached and a “Remove” button now displays.
