All tray label production systems are being transitioned to produce a 24-digit Intelligent Mail® (IM®) tray label in support of the

USPS™ "100% Visibility" strategy. The IM tray label allows for the unique identification of every tray, tub, and sack traveling through our mail processing and delivery network.

CLDS is a web based application that provides mailers with the capability to create, edit, and locally print or submit IM tray label orders online for printing by the Topeka National Print Center (NPC).

CLDS replaces the use of Passport (Passport Label Acquisition System (PLAS) system for external customer tray label production. Since the hardcopy PS Form 1578-B, Requisition for Facing Slips or Labels, will no longer be necessary to requisition tray labels, it will be retired beginning August 31, 2013. The Topeka National Print Center (NPC) will continue to fulfill 24-digit IM tray label orders submitted through CLDS.

Mailers can log in to CLDS at http://clds.usps.com. First-time CLDS users must register via the Business Customer Gateway to obtain an assigned Mailer ID (MID). Frequently Asked Questions (FAQs), User Guide and a Web-based training course are all available on the CLDS home page for instruction on how to use CLDS.

For mailers that are new to USPS business mail, the web page http://www.usps.com/businessmail101/ serves as a great starting point to learn about USPS business mail rules, regulations, checklists and reference guides. For Sort selection lists and definitions, navigate to the Postal Explorer (http://pe.usps.com) and select the Labeling Lists link under Additional Links (http://pe.usps.com/text/LabelingLists/Labeling_Lists.htm)

Note: CLDS does not work with Java Runtime Environment (JRE) 1.7. It only functions with JRE 1.6.

Standard Mail DSCF Load Leveling Final Rule Published in the Federal Register

The Postal Service has released its Federal Register final rule revising the service standards for Standard Mail that is eligible for Destination Sectional Center Facility (DSCF) rates. These changes will allow a more balanced distribution of DSCF Standard Mail across delivery days. With its new rules, USPS is extending delivery expectation to four days for mail entered on Friday and Saturday. National Implementation began April 10, 2014.
