Retail operations and mail delivery in the South Florida District remain suspended today. USPS is looking at the possibility
of resuming delivery in the Florida Keys, where the hurricane watch has been lifted, tomorrow. South Florida mail processing
plants are closed. Employees should call the Postal Service employee hotline two hours in advance of their next scheduled
workday and tour reporting time to see if their facility will be operating. Retail and delivery employees should call the
hotline two hours ahead of their next scheduled reporting date and time to see if they need to come to work.
Central Florida District (ZIP Codes 327, 328, 329, 334, 347, 349)
Mail processing plants in Central Florida are closed.
Suncoast District (ZIP Codes 335, 336, 337, 338, 339, 341, 342, 346)
The district is monitoring Frances' progress and updating employee via the information line. So far, there are no scheduled
evacuations and no changes in operations or service. Tampa is processing Priority Mail tonight that originates from Suncoast
and dispatching it via surface transportation.
North Florida District (ZIP Codes 321, 322, 323, 324, 325, 326, 344)
The district’s emergency operations center is open and the employee emergency information line is active. Plants are operating
normally. In Daytona Beach, mail for offices west of I-95 were transported to Gainesville for processing and the mail from
Palatka was taken to Jacksonville. There was no delivery today to areas under mandatory evacuation east of the inter-coastal
waterway in Flagler Beach, Ormond Beach, Daytona Beach, New Smyrna Beach and Edgewater. Deliveries elsewhere in the 321 ZIP
Code were normal. Carriers reported to work earlier today in the district so they could finish deliveries by 3 p.m. All
collections were being made and boxes secured to prevent damage during the storm.
South Georgia District (ZIP Codes 298, 299, 304, 308, 309, 310, 312, 313, 314, 315, 316, 317, 318, 319, 398) is sending regular
messages to employees on the status of the storm. A command center is active.
Atlanta District (ZIP Codes 300, 301, 302, 303, 305, 306, 311, 399) is monitoring the storm to see if its path will affect the
Atlanta area.

South Florida District (ZIP Codes 330, 331, 332, 333, 340)
Retail operations and mail delivery in the South Florida District have been suspended for today. South Florida mail processing
plants closed this morning at 6:30. No date has been set for re-opening. That will depend on when and where Frances makes landfall.
The Postal Service employee hotline is being used so employees can call two hours in advance of their next scheduled workday and
tour reporting time to see if their facility will be operating. Retail and delivery employees should call the hotline two hours
ahead of their next scheduled reporting date and time to see if they need to come to work.
Central Florida District (ZIP Codes 327, 328, 329, 334, 347, 349)
Mail processing plants in Central Florida have already closed or are closing today. West Palm Beach closed at 5 a.m. this morning.
Orlando and Mid Florida plants will close at 3:30 p.m. today.

South Georgia (ZIP Codes 298, 299, 304, 308, 309, 310, 312, 313, 314, 315, 316, 317, 318, 319, 398) is sending regular messages
to employees on the status of the storm. A command center has been activated and a contingency planning meeting was scheduled
for this morning.
Atlanta District (ZIP Codes 300, 301, 302, 303, 305, 306, 311, 399) is monitoring the storm to see if its path will affect
the Atlanta area. The office is also on standby to assist South Georgia if necessary.

Suncoast District
99 percent of the Suncoast District is operational: 143 of 145 associate offices are open.
Only our Captiva and Sannibel facilities are still closed. We are waiting for local authorities to give us access
to these two facilities.
25 associate offices are still without power, but are operational using generators.
In ZIP Code 338, we are handling DPS, Priority and Express Mail only.
In those offices without power, it may be 2-4 weeks before power is restored.
Central Florida
Golden Rod, FL, just outside Orlando is still closed. The office has extensive roof damage. Golden Rod has moved
operations to the Aloma branch of Winter Park. They will move P.O. boxes shortly. Golden Rod may be closed for up to
90 days for repairs.
There are still five offices without power in Central Florida,. All offices are expected to be open tomorrow. All plants
are operational.
North Florida
Port Orange is operational except for IRTs. Ceiling insulation had to be removed completely. All plants are now operational.

Hurricane update:
Charley hinders, but doesn’t stop mail service
You can’t keep a good team down. In spite of blackouts and damage to dozens of Florida Post Offices caused by Hurricane Charley
over the weekend, the mail continues to move.
There are four confirmed Postal facilities in Florida that are out of service and five others on islands that haven’t been
assessed yet by the Postal Inspection Service. Thus far, there have been no reports of injuries to Postal employees.
“Florida employees have done a fantastic job of keeping the mail moving,” said Chief Operating Officer Pat Donahoe.
The non-operational facilities in Suncoast District are Boca Grande, 33921; Ft. Myers Downtown, 33901; Punta Gorda, 33950;
and Zolfo Springs, 33890. Of the five not assessed yet, the Captiva Post Office is inaccessible. The four other island Post
Offices are standing, but Postal Inspectors haven’t been able to get inside to inspect them for damage.
“Suncoast District has weathered Hurricane Charley — but at a price. The damage to many of our facilities and communities is
extensive. Forty-one of our Post Offices are without power,” said Suncoast District Manager Michael Jordan. “Thankfully, at
this time, there are no reported injuries to any of our Postal family.
“Today, our employees are already back in the communities delivering mail. We’re very proud of team Suncoast for rising to
the challenge,” said Jordan.
Ft. Myers, Lakeland, St. Petersburg, Tampa and Manasota plant operations are back to normal today and employees are reporting
to work. Ft. Myers Beach, Sanibel and Captiva operations are still suspended.
In Central Florida, power has been restored at all major mail processing centers and thousands of Postal employees worked
through the night to prepare Monday’s mail for delivery. “We’re using every available resource to prove that Charley can’t stop
the U.S. Mail,” said Central Florida District Manager Pete Captain. “Our letter carriers will be delivering to every accessible
address,” Captain said, “even if they work at a facility that is still without power.”
Because Hurricane Charley disrupted mail processing and transportation throughout Florida, postal customers should expect
some longer-than-normal transit times. “Along the storm’s path all air and surface transportation came to a standstill,”
Captain said. “Now we’re in a catch-up mode, using our transportation and processing capacities to the max to keep Charley’s
effects to a minimum.”
Captain also said that every Central Florida Post Office with electricity will be open for business as usual today. Services
will be limited, however, in those offices without power.

Post Office to adjust service due to Republican National Convention
Window services to close, PO Box access limited, collections curtailed at Farley Post Office
In compliance with security measures for the Republican National Convention, several service adjustments
will occur at the James A. Farley Post Office from August 27 through September 3. On these dates, access to the
Post Office lobby and Post Office Box mail will be limited. Also, all window service activity at this Post Office
will be closed. Beginning August 21, collection box removals will take place in the vicinity of Madison Square Garden,
and mail collection schedules will change throughout the City August 28 through September 2.
The James A. Farley Post Office, 421 8th Ave. (between 31st & 33rd St), is across the street from the convention location
at Madison Square Garden. Parts of the James A. Farley building will be used to house convention resources.
Service changes for the James A. Farley Post Office are as follows:
Window Services:
All lobby retail operations (purchase of stamps, etc.) will close Friday, August 27 at 5 p.m. and remain closed through
Friday, September 3 at 6 a.m.
To minimize inconvenience, customers can bring mail, purchase stamps, and conduct postal business at one of the

Box-holders must enter at 31st St. via 9th Ave., where they will be directed by security personnel to the lobby
entrance. Prior to entering the lobby, box-holders will be required to pass through a security check point. All bags
will be subject to search.
Depositing outgoing mail will not be permitted.
Customers should be advised that mail retrieved from Post Office Boxes will have passed through X-ray equipment. This
may have an adverse effect on medications and film.

General Delivery:

be accepted for mailing at this location.
Carrier Delivery:
Letter carrier delivery of mail to residences and businesses within the vicinity of Madison Square Garden is expected to
be normal. Business and Residential customers who wish to have their mail held during the week of the convention are
encouraged to submit their request in writing to their local post office, or file a hold mail request online at
www.usps.com. Mail for the 10001 ZIP Code, where a hold request has not been received and is undeliverable during the
week of the convention will be delivered on Friday, September 3rd. Customers receiving notification to pick-up mail will
receive specific instructions regarding the location of where to do so. Delivery to areas where picketing and
demonstrations are taking place will be attempted. There should be no effect on business and residential delivery elsewhere
in Manhattan.
Large Volume Pick-up:
Large volume businesses using vehicles for pick-up must retrieve their mail at the Morgan Bulk Mail Entry Unit on 29th St.
off 9th Ave. (dock entrance). These specific businesses will be notified by Postal Service officials.
Bulk Mail Entry Unit:
Due to anticipated traffic congestion during the convention, it is requested that bulk mail customers drop-off their
mailings by 3:00 p.m. for same-day processing at the Bulk Mail Entry Unit at the Morgan Facility on 9th Ave. and 29th St.
Trucks may be subject to search. Customers may deposit bulk mail at facilities in Westchester, Brooklyn, Flushing or
Northern New Jersey, but must make prior arrangements. Mailings will not be subject to additional fees and will not lose
discounts.
Mail Collections:
During the period of August 28 through September 2, 2004, the last mail collection from public collection boxes (blue
street mail boxes) in all ZIP Codes in Manhattan will be 1:00 p.m.

Update to Hurricane conditions: PROCESSING FACILITIES (Tampa, St. Petersburg, Lakeland, Manasota,
Ft. Myers, Orlando, Orlando PMPC, Mid-Florida, Jacksonville and Daytona Beach)--Postal operations are
slowly returning to normal. Gainesville is operating normally. All processing facilities are open.
Power has been restored to all processing facilities. At this time, Tampa P&DC is processing the mail
destinating Ft. Myers from the Jacksonville BMC.
AIRPORT: The postal facility at Ft. Myers Airport (RSW) was damaged in the hurricane and is
currently not usable. All origins that presently dispatch First-Class and Express Mail for Ft. Myers
FL 339/341 on commercial air routings directly into RSW have been asked to change their Distribution
Tables (DTMS) from RSW to TPA. Tampa will forward the mail for Ft. Myers on existing surface transportation.
This change will remain in effect until further notice.
All other airports within Florida are open, and operating as best to normal as possible.

The most significant damage to a postal facility in the Daytona Beach area was at the Port Orange
Post Office, where extensive roof damage caused a great deal of water damage to the interior. Crews are at
work ripping out ceiling tiles and insulation, and hope to have the building operational Monday morning,
Aug. 16.
Both the Daytona Beach and Orlando mail processing plants now have power and employees are
processing mail at both facilities.
There will be no customer service delivery or retail operations for ZIP Code areas starting with 339 and 341
until Monday due to widespread power outages, flooding and debris.
Also, customers in the ZIP Code area beginning with 338 have experienced mail service and delivery delays
due to widespread power outages and debris.

It has been reported that Citrus County has issued mandatory evacuation orders
for residents west of Highway 19 and ordered all businesses closed (including the Post
Offices) by 12:00 noon. There will be no trucks allowed in the area for dispatches. This
order affects: Homosassa, Homosassa Springs, Crystal River, Inglis, and Yankeetown. Power
will be shut off to the evacuation area at 12:00. Crystal River carriers are being re-called
to report back to the office. Homosassa Springs will recall (3) routes. There were 12 routes
that did not make any deliveries (approx 6,887 deliveries.)

The following offices experienced power outages today, 8/5/04 due to rolling black-outs--Zones 92683 (Westminster); 90680 (Stanton);
90742 (Sunset Beach); 90622 (Buena Park); 90630 (Cypress); 92840 (Garden Grove Main Office); 92846 (West Garden Grove Office)
with Retail closed at each location and 92834 (Fullerton Main Office); 92836 (Fullerton Commonwealth Station);
92837 (Fullerton Orangehurst Station) and 92838 (Fullerton Sunnyhills Station.) Power at all offices has been restored.

Southeast Area
The South Jersey Performance Cluster continues to feel the influence of the severe rainstorms and flooding that took
place during the preceding week. The Vincentown, NJ Post Office 08088 curtailed 12 deliveries on Friday, July 16, 2004 and 33
deliveries on Saturday, July 17, 2004.
Update: Today, July 20, 2004, all postal facilities in the South Jersey Performance Cluster are open and operating. There
will be no curtailment of deliveries.

Southeast Area
Fires are out of control in West Miami-Dade county in the Everglades. Apparently when the wind shifted the smoke
made it a very unsafe environment to work at the Miami PMPC, where many employees went home with leave. By the time the
mail arrived only about 20 employees remained. We unloaded all mail and worked all we could. There was approximately 5
trucks, or 13,500 pieces left, all in sacks and mostly parcels/outsides. The PMPC Team did all they could to get as much mail.
No delivery was affected during the fires and smoke. Only impacted service was some Priority Mail for Monday delivery.

Tugboat workers for Young Brothers and Hawaiian Tug & Barge went on strike today, affecting commercial sea
traffic throughout the islands. Customers may experience delays when mailing interisland via surface transportation.
Customers are encouraged to use Express Mail, Priority Mail, or First Class Mail for the duration of the tugboat strike.

Western Area
The Fairbanks, Alaska area is experiencing dangerous air quality due to forest fires. Restricted FOV-(Flight of value) due to
poor visibility has caused some villages to have no mail delivery. Precautionary highway closures for the Steese and Elliott Highway
have been taken. Currently, the fire has consumed 1.1 million acres of interior Alaska.
