The DSF2 Product identifies whether a ZIP+ 4® coded address is currently represented in the USPS® delivery file as a known address record. The DSF2 Product contains the same data as the DPV Product, along with address attributes which tell mailers more information about the address. For example, the DSF2 Product tells mailers if the address is vacant, residential, business or seasonal or if the address is delivered to a curb-side mailbox or by a door-slot. This information allows for more targeted mailings.

To become a DSF2 Provider, applicant must be or in the process of becoming CASS software manufacturer or integrator. If applicant is interested in becoming a CASS software manufacturer or integrator, contact the CASS/MASS Department at 800-642-2914.

Annual License Fee: $100,000.00*

* The initial licensing year is prorated.

Once you have decided to apply to become a DSF2 licensee, the next step is to complete the certification process. The process includes the completion of the following documentation:

  • Key Personnel Listing
  • Security Documentation
  • Technical Proposal
  • Licensee Survey
  • Equipment Information
All of these documents are available on the RIBBS website. Upon completion of these documents, the license must be executed, including the payment of the appropriate licensing fees.
